One tenant has paid the rent on time but one tenant is missing in action, unresponsive to phone calls and won't pay.

Whenever we have had trouble with a meter or the reporting system they are virtually unresponsive to requests for service, and then at long last when they do schedule a service call it is expensive.There must be some better options out there...  

Thus, I offered him $400k which I think is still too high and he has been unresponsive.
