If you notice the odor, hit them with a fine of $100 or so and give them 72 hours to eliminate the odor and pass another inspection or the cat has to be removed.

Yes, pets caused the odor and we had to have that treated,  so gross.I am 100% sure that he's not getting his damage deposit back, nor the non-refundable pet deposit.
