I can't imagine it's your fault that he removed the asbestos - get his boss to make sure it is disposed of correctly, make it clear in writing that you had understood it was not to be disturbed, and it shouldn't be a problem.

"It's good" or "it's just hot outside" is not a satisfactory answer on how the unit is running.It is disturbing that the outside unit i.e. the condenser was replaced with a larger size but not the evaporator/air handler.

I like the look of the engineered wood flooring such as Luxury vinyl plank flooring and the snap together laminate flooring but im not sure which would hold up better for ;The KitchenBathroomBedroomsLiving RoomLaundry Room..Also, the 2 bedroom unit being on the second floor, would it be better to carpet more to help be a noise barrier from disturbing the tenants on the first floor?

Since your land to be disturbed is less than 0.5 acres, I don't think that the project need an extensive permit such as new construction or development, and maybe you can be just fine with a waiver... but obviously check this info for your area.
