Could be graffiti, gang signs, boarded up houses, loose dogs, undesirable neighbors (for example if people are out on their porches and look less than appealing or are outside screaming and fighting), lots of trash all over, a bunch of ancient vehicles, a nearby business or something that omits a bad odor, etc.

.,,,..As I stared open mouth I silently thought, “Nobody would believe this, this has got to be the rarest, most unbelievable occurrence ever.”The unicorn read my mind and said (In ancient Hebrew)......”If you think this is rare, try passing a Section 8 inspection the first time around, now that is a truly rare and unbelievable experience.”Anyway.....I’ve had section 8 inspections here in the Bay Area in Concord and Oakland as well as Cleveland Ohio,...either me or the pm had a oreinsoectuin checklist each time, and each time we failed the first inspection because they always find something that is not on the checklist to ding you on.
