There are some, not many, townhome/patio home communities with no HOA and these can really help the cashflow, but may require more out of pocket money for exterior maintenance items. 

we have individual storage lockers for  each apartment, laundry room in every building, private parking lot, and if you count this i just bought them patio furniture and put it out our courtyard and plan on having someone come in to plant a vegetable garden ( we have a couple seniors who miss their garden and alot of our students are vegans)

if i was on a really tight, DIY, budget (couple hundred) i would buy 4X8 sections of white plastic/fiberglas(?)

These cannot be elective procedures such as plastic surgery, but can be things like smoking cessations programs, dental work, laser eye surgery, braces for children, etc.6.  

Only one entry way to the lower level, which is to this "kitchenette" space, 2x br with one of the br opened to a below-ground-level-closed-in patio (I know, hard to described and weird setup).

They were checking inside    While  I fired up the riding mower ,set high as it would go for first mow and had I wired the plastic guard open so it wouldn't clog up. 

We sometimes even provide moving boxes, tape, markers, and 3-mil thick large plastic bags for tenants to contain their belongings and move them efficiently.

They're not evil rectangular plastic monsters.  

The area is large enough that someone could still wash a baby inside a plastic tub if needed.

If you remove it it will burst into a lot of dust, that's why it's important to seal the area in plastic, work with hazmat gear and clean up afterwards.
