If you were told that you wouldn't need a permit and that false guidance alone has prolonged this a year, that's the foundation that I would build the other items on and strongly push for them to take it back and release the escrowed funds.

I thought it would be a win-win for both tenants and myself--trying to help out a little in times of uncertainty for tenants, while also mitigating risk myself of turnover and a potentially prolonged vacancy from when the lockdown was going on (particularly when a few tenants came up for renewal during the lockdown and I was very concerned about new placements).
