Bleed the radiators so all are functioning and make sure the pressure is up and setting is proper on boiler, you could have a air lock keeping the water from circulating the way it should up to second floor.

The time I would have wasted emailing, calling ect was enough but the aggravation and wasted energy of letting my blood pressure rise talking to those people was enough for me to just move on to bigger and better.
