In short sentence, you research what the market rent is for your property by seeing similar Bedrooms, Bathrooms and Soft. properties are renting for.

Although it is good sometimes to help the honest low income family.If one commit crime into your property , it's unlawful to stop them, you do understand that right, if not read the sentence again LOL.the CHIPS era is long time gone.

If it clearly states it must be transferred 3 days after the lease period begins, simply point out that exact sentence to him in the lease.

@Waylan Liu, your first sentence says you're looking to grow your portfolio, so grow it. 

@George YuI’m still starting out, finding partners growing my portfolio slowly… as a builder I know you just put thousands of dollars of value in a few sentences in strategy alone.
