You need to do an assessment on asbestos and lead based paint for this home before you do anything with it - the materials were completely uncontrolled until HUD began overseeing construction of these in 1976.Also have someone get under the home and look at the wooden trusses and frame to make sure it's in good shape and serviceable - many times these will be bent from multiple moves and the floors may seem wavy and unable to level them out.

Some sort of oil based paint on the sub floor if it's wooden, and if the stains are fairly limited.If it's concrete, maybe bleach.I don't know about fleas, wouldn't most of them go away when you rip out the carpet?
