@Catherine Decker - I'd check with an actual lawyer before doing anything, but my gut instinct if they refused to respect my vacant property would be to escalate it by giving them written notice and tossing a chain link fence up around the perimeter. 

Basically all around the perimeter of this pier & beam home needs to be sealed so rats can’t just crawl under the house, and then into it from the many openings behind the appliances or the massive gap in the hot water heater closet.Hope this helps in letting the owner know what needs to be done,"I will need to find somebody that can and will do this kind of work to go get an estimate.

That could include a perimeter fence, security, getting a police officer to live there in exchange for discount or free rent - increase the deposit on the move-in to make people really want to get it back when they move out 

That was when I was able to check on the when I was given notice.The fact that I have cameras around the perimeter is actually a great thing because it looks like a number of people are coming to me because things can be recorded.And I did contact my eviction company and that is why I am doing 60 days notice.

And then, if the university's vast real estate holdings, including lots of properties around the perimeter of the campus that is used for housing or just simply for investment purposes, all of a sudden crash in value, then what happens to that town?

I will have a 6ft rock perimeter around it.  3ft tall and a 3ft opening.

Consider two-way audio capability at main entrance or perimeter where allowed (you do not typically record audio, but can activate it when "live"). 

They would ask the perimeters & send a pdf list, cd & even labels.

Putting a silicone caulk around the perimeter will help a lot but even then it's water RESISTANT.
