It's a power trip.Then, after the shower head was installed, she said she wanted us to have some other tenants across a small breezeway from her, stop using their air conditioner because the noise bothered her.

Windows units are about as efficient as any other air conditioner as long as they are sized correctly.Personally, I'd buy a few window units and say "Merry Christmas".

The units were utilities included, as the old building was not separately metered.What we initially did, was allowed tenants to get an air conditioner - either window or portable - and pay an additional $50/month.What started happening was, tenants would sneak in portable units, and run them after dark.
