Wholesaling “upgraded house”

So I’ve talked to this homeowner he claims that he fixed up the home with new fixtures and appliances. He’s on Zillow his listing is at $243,000 and Zillow estimated the value at $216,000. How can I negotiate it lower than $216,000 lets say if there isn’t anything that needs to be fixed. Is it possible for him to get offended if I ask below $216,000. This will be my first close. (If I get him on a contract) please help!!
