Secretary and urban development and then what?

Hey everyone!

I've seen a few of these houses that are owned by the above and kept tracking them but didn't "work" them.  I ran across a new discovery today that I'd like input one.  One particular house was listed for sheriff auction....sold to the above entity for $78k than a year later sold to an individual for half that.  I'm sure there is a process behind all this but how did the individual buy the house?  Where are these houses listed for sale? It was clearly after the sheriff sale by about a year.
