Baltimore wholesale deals

Hello BP,

Today I was contacted by a motivated seller I never done a deal so when that phone rang I froze. I eventually got myself together and asked questions, but didn't really know what to ask. I know she owes a couple thousand in property taxes so there is a lien on it, She also says the house is paid off. My question is after I take a look at the property and get the ARV, how do I know how much to offer on the property? Also if you don't pay property taxes on a house who is trying to take it? (is it the state)

P.S.- Are there any other questions I should be asking?

Eric,

    It is called Ground Rent and most properties outside of Baltimore City don't have one.. It is usually not a big deal. If you give me the address I can check it for you.
