how do I wholesale a foreclosure..?

There is a vacant home in my neighborhood and its been vacant for about 2-3 years now. Recently I saw a foreclosure sign on it. Is this a property I can wholesale? If so how do i figure out my offering price? Has anyone ever done a deal on a foreclosure? Any tips. information or experiences are gladly welcomed. Thank you in Advance!
