Finding Commercial Construction Permits

Hey guys! I manage a few STR's remotely and am planning on getting into a few MTR's in the near future.

I have a question about finding contracted construction workers/engineers. I've read about people seeing construction companies working on big projects (seeing their trucks, signs, etc. on site), calling them up, and getting tenants that way as one lead-gen strategy. 

My question is, how would someone do that from afar? I've thought about possibly researching permits for large projects in my market and finding the companies tied to them, but I'm not really sure how to do that or if there is a more effective method of finding construction companies actively working in my area?

Essentially, if anyone knows a way to get contacts for construction companies doing work in a market without physically seeing their signs/trucks on sites, I'd be extremely grateful to hear.
