Violent tenant not on section 8 lease

I'm a tenant of a 3 unit property that my parents own. I help manage the property. This is in Los Angeles CA.

One of the tenants is a woman on section 8 that was living there when my parents bought the property.

Her son recently got out of jail for biting his baby mother's face. He constantly picks fights with his brother, other tenants, and neighbors. The other tenant believes he slashed his tires because 2 days prior, he had knocked on his door at night and told him to stop messing with his car. This person has told me they smoke meth and is paranoid that his car is going to get stolen and all the neighbors "watch him". He also constantly blocking in the other tenant by parking in the driveway despite signs saying not to do so.

He has a tendency to urinate on the property (by his moms door steps) and comes in and out during odd hours around midnight.

While talking to him, he said "I only do meth". The whole neighborhood hates him for being loud and aggressive.

I recently had 2 instances where I had police respond because he was harassing me, my gf that lives with me, and recently wanted to fight me. I cannot pass by his door to check my mail, or go to the front yard without him harassing me. I am currently trying to figure out how to get a restraining order.

Is there a way I can evict them even though he is not on the lease and his mom is a section 8 tenant? She has been informed of his behavior many times.

I am hopeful that the moratorium will not be extended past June 30th 2021.

Thinking your governor is going to extend the Covid Rental issues past June 30th.  Colorado just did. And it is pretty conservative Governor even though he is the same party as your governor.

I would visit your local "GYM" and ask a couple buddies  "what do you guys need".

just kidding, I can get in trouble for suggestions here!

Section 8 needs to be aware of your concerns ASAP.   Have several tenants write letters and take them into Section 8 like Thursday!
