$20k plumbing work alternatives

Looking for some advice on a major plumbing issue.

Bought my first investment property a year and a half ago (3/2 house with a separate 1/1 basement apartment). For the last year, we were having sewage backups in the basement apartment each quarter. After having the line camera’d, they found a belly in the pipe beneath the foundation. Because there’s some asbestos in the material above it, we decided to just abandon the damaged piping and reattach further down the line. After $4k of work, the plumber discovers that there’s damage further down the line and that the property is on a septic tank in an unknown location 5ft or more deep. Not sure how we didn’t catch this on our inspection report, but again, our first purchase. Now to get hooked into the city sewer it’ll be $8600 and an additional $7500 of plumbing work. I was wondering if it’s worth it or if there are alternatives. For context, the property is probably worth $120k-$160k and finding plumbers in Tallahassee, FL has been a pain. The city offers a loan program (10yrs, 2.35%, up to $12k) that gets paid through the utility bill but would add a lien. I really would like to sell but properties are sitting for a while and there’s historically little purchasing activity. Would love to hear someone’s prospective on what one would do in this situation.
