Sorting Out My Cold Call List

I have a multiple part question about a cold call list I just got.

This list has up to 20 phone numbers per person. It tells me the caller ID name, weather or not the phone is still in service, and if it is on the do not call list.

1) Do you just call of of those phone numbers until one works? Do you call them all in one Day?

2) How do you organize this much data in an easy to read way where you can edit good or bad numbers you try?

3) I have a small list and I am going to call each individual manually and personally. Is it 100% unlawful to call anyone on the DNC list without consent? If I am doing the calling is it not that big of a deal? I know you can't blast text people but you can send personal texts to anyone. Is it similar?
