Scrubbing Mailing List Data

Greetings! Does anyone know of a company or website that can take my list scraped from tax records and add more criteria, such as age of owner or length of ownership time, etc?

Here's what I've found. Say I have a list of landlords who have filed eviction. Listsource.com has all those parameters, but it can't use my list to further reduce it to Landlords more likely to be selling. And I've talked to a couple bigger data companies but it's clear they work more with huge lists based on their pricing. Also haven't found them to have exactly what I need. Melissa.com being one.

What would you all recommend for scrubbing list down to the sellers more likely to be motivated?

@Allan Smith what would you consider a landlord more likely to sell? 

My MLS has a program called Realtors Property Resource (RPR) that shows mortgages taken out in each subject property I search. It also shows if they have any lis pendens recorded so I have an idea if the landlord has a mortgage and if they've been short for cash in the past.

I am honestly not very savvy when it comes to data which is why I've partnered with a brokerage that is primarily a data company. As soon as this storm turns over I'll ask one of the tech guys your question and see if they know something similar.
