Code Violation Marketing

I've heard these are great leads to market to. I pulled a list from my county of all code violations from the past year and had them all scrubbed by a freelancer who created a spread sheet with all of the homeowners info to mail to. There are about 10k names and I have it in my budget to send 1k post cards per month. Am I better off selecting just the ones in target zip codes that I know are good areas and mailing to the same thousand every month or mailing to a different group every month to hit more people? Any help will be greatly appreciated.
