Chattanooga, TN vs. Dubuque, IA

I'm looking for input on which of these investment markets might be better over the other. I will be moving within the next year for work and these two areas, Chattanooga and Dubuque, are at the top of my list. There is a possibility I will only be in the area for 1 or 2 years and I'm looking at which might be best given the circumstances. Any input or information would be greatly appreciated.

I know nothing about Dubuque, but Chattanooga has a lot going for it.  TN has no state income tax.  You are two hours from Nashville, Atlanta, Huntsville, and Knoxville so plenty of larger markets within a reasonable drive.  Chattanooga has four distinct seasons, a vibrant downtown, a healthy job market, and a ton of outdoor activities.
