HOUSES IM WILLING TO BUY?

hello,

so, I have some questions pertaining two homes that have been vacant for some while now down my road 3bed/2 baths and I'm wondering of how to get in touch with the owners if I'm looking to buy and rent? and should I have lending in place before I talk to these owners just in case there willing to sell or how does that work in lending side, don't I need some sort of gameplan before going in?
