VA foreclosure vacant over 2 years

Hello
There is a VA foreclosure a couple of neighborhoods from my house that has been vacant for over 2 years. It sits in a well established neighborhood and has never been listed. It's almost as if the VA forgotten about it. I'm curious to know if there is anything that can be done to purchase this house without waiting for it to be listed with a realtor? Has anyone had any luck with similar properties? Either those owned by the VA or Bank Owned?
