Need Analyse this deal

There's a duplex I'm looking at in Memphis, Tn (the Alta Vista area). The owner is asking $24,900. The rental payments are $830. The taxes are approximately $1,700 a year.  What else do I need? And, does this sound like a good investment?

Also, does anyone know of a good realtor, contractor and attorney in Memphis, Tn that I could reach out to for assistance in closing this deal, if determined to be a good investment.
