Sell or Cash Out Refi/Hold

Lets assume the following:

50k to buy

20% down on conventional loan

15k to fix

ARV 80k

Would rent after reno for $850

-----

Would you sell and 1031ex, or would you cash out refi/hold the property, and WHY?

I am personally leaning toward the cash out refi...
