St Louis tax property with guy living there

A few of my friends and I started an investment group and decided to go to St Louis and purchase properties from the tax auction. One of the properties we purchased is a run down duplex in a lower income area of town. We went to check on the property and encountered the old man who is presently living there. He informed us that it was his family property for many years and it is all he has. We are wondering if there is an amicable way to solve this. We are pretty sure that if he could not pay the taxes, he can probably not afford the rent. Is there a way to either get him approved for section 8 and turn the property into that or find him accommodations, because as much as I want to help him we have invested money into this and it is a business. Any suggestions/advise would be appreciated.
