Duplex - Garage Conversion?

Hi there, I'm looking to buy a duplex with an FHA loan in the next year and curious if I can also convert the garage(s) into another unit or create an ADU. ADUs are legal in Texas, but I'm interested to know if anyone has successfully pulled this off, have any recommendations for financing it, etc. thanks!
