How to Build Second kitchen in SFH at Bellevue

Hi everyone, have some questions about building second kitchen at Bellevue and hope can get some help here. 

We have a split 4B 2.75B SFH at Bellevue(98005), we want to rent out the whole basement out and the basement currently has 1B1B, living room, washer/dryer and some space that we think can build kitchen.

Here are some of the questions that I hope can get help with:

1. Do I need to apply for the permit to build the second kitchen in basement ? 

2. Do I need to hire engineer to assess the structure ( we don’t think will remove any wall but might need a hole to connect hood with outside). Do we need some kind of inspection?

3. If permit and inspection required, what is the permit process ? How long usually take to get it pass? How long usually take for the whole process to completed? 

Super appreciate with any answer, suggestions !
