Converting Basement to Bedroom. Washington DC Need Architect, GC

Trying to convert a basement into a bedroom in Washington, DC. Looking for recommendations for an architect to submit a drawing plan to DCRA, because it's already a bedroom (I think). Or maybe a general contractor who can help me with this.
