Milwaukee Window Replacement Program

I was just curious if anyone here on BP had any experience or insight into the city of Milwaukee window replacement program?

I was just reading about it for the first time yesterday.  This is grant money that is being used to encourage owners to replace old windows that have lead with new vinyl replacement windows.  The program is only available in certain (lower income) zip codes and the house must be assessed under $150,000.  

However, if your property qualifies, the city will replace all the windows in your house and pay 90% of the total cost.  The owner is responsible for the other 10%.  

Seems like a good idea if you have old wood windows that will have to be replaced anyway.  

There doesn't seem to be any major drawbacks but I wanted to see if anyone from Milwaukee had any thoughts.
