Zoning question : SF3 --> MF 4?

I'm looking to see if in the NACA area of Austin its possible to convert the zoning from SF3 to MF4 so we can add units on a deep lot of a duplex. The intention is to increase access to affordable housing here. How does one go about doing this? The duplex is on a 9800 sq ft lot here.
