Washington County HUD

Anyone here have any experience with Washington County (City of Actually) HUD? I am looking at an opportunity to buy a number of HUD units there and man, they just seem a tad rough to have passed HUD inspection in many cases from my limited experience on this front (Allegheny County only and only 2 properties - neither of which I have on the roll currently). I am just curious if Washington doesn't give a poo or if perhaps they have an old inspector or two that just is letting things slide until he retires in a year or so when I might get stuck with a new young buck coming in.

They are kind of a "vinyl flooring and a coat of paint fixes all that ails you" type of places. (things like some floors being several inches out of level, buckled and bubbled wallpaper from water damage that has been painted over, in common areas signs of water damage or pieces or drywall missing). On a positive side, windows and mechanicals are pretty good and electric appears updated so no K&T. I have been in worse places by far, but if I can get these at a good price, I would be putting in several large items immediately (2 roofs, siding one building) and wouldn't want his with HUD pulling their leases.
