Repiping old Portland, Oregon house

Anybody experience repiping the plumbing in an old Portland house? Have a gone crazy plumber. Wanted a little kitchen and bath plumbing done but job has gotten out of hand. The city will tell you these old pipes are fine but plumber insisting won't pass in a sale and finding all kinds of problems and going hard at it. He is saying code requires if 33% of plumbing is new it all has to be replaced. Would like someone who can come in and put the place back together quickly as he likes to work 2 days a week with excuses why he can't come other days. Will fire if replacements works.

Sounds like the plumber wants to create more work. What’s your new and old plumbing material ?
