Building Violations and Permit Process

Hey BP!

I’m in the process of purchasing my first real estate investment property in NYC which has an open partial vacate and a couple of ECB violations on the property (work without a permit). It appears that the previous owner pulled permits to correct the plumbing and electrical work but no work has been done. Does the plumber who pulled the permits have to sign off on the work and get the okay from DOB or can I schedule an appointment for DOB to inspect the property and to get an idea of what the actual violations are and the cost associated with removing the violations? The property is vacant so access shouldn’t be an issue.

Thank you for any help you can provide.
