Code Enforcement Tax Lien

Hello,

My grandfather is deceased and a couple of properties are still in his name. One has a code lien & real estate tax delinquency on it. His kids don't seem to care about it at all as my grandfather has been gone for 10 years now. The property is in New Orleans Louisiana. Is it possible for me to pay the taxes and take over the property before they take it? I don't know the process to get the property since my grandfather is deceased but it's still in his name. He had no will so it's just sitting there.
