Hardest Hit Funds - Best Strategy to Get Them?

Hi Fellow Investors,

I have a couple of notes in states where they still have hardest hit funds.  What is the best way to get your borrowers to apply? Call them, write them a letter, have the servicer call them? Is there a service that does this?
