NJ Premiums and County Fees

I'm looking into investing in NJ tax liens and am having trouble finding the answer to a few questions What happens with the premium, is it returned to the winning bidder or is forfeited to the county? Also, are county fee's repaid by the delinquent tax payer or again, forfeited by the winning bidder?
