Buying and Selling a Liquor Licence or Store in Baltimore

I'm evaluating a property package in Western Baltimore City. One of the properties included a liquor store business that conveys and requires me to purchase the licence and inventory separately. I have no idea where to start regarding selling or buying or managing the store. Does anyone have any advice or able to point me in the right direction? I know that licenses can be sold for a pretty penny in the city...
