Appetite For New Build Rentals

I am trying to get some a gauge of the market. I am a investor/contractor looking at a simple 3/1.5 floor plan 1000 sq ft. We can do a new build and sell these for around the 90k price point. They would be located in Fort Wayne, Indiana. These would be located predominately on the central and south sides of town. I am wondering if enough investors see value in the extra price point for a new home that should be relatively maintenance free for 15 years or so.
