Flipping/Rehab in cold weather markets

Do experienced flippers cool it on acquiring and rehabbing houses-heading into the winter months? I live in Pittsburgh and the best time to sell is Spring/Summer...so I'm told by agents.

What do the experienced rehabbers do?

I'm about to start on my second rehab and I wonder about the effects of completing a project in the late fall/winter.
