Inherited rental property advice

My mom recently inherited 3 rental duplexes from my late grandmother and we need to perform some work on the units to get them back into rental form, my question is what is the best means of getting capital to make these much needed repairs? The units are fully paid for, would taking a loan out against the property be the most obvious option?
