PM is telling me it's illegal to install a refurbished HVAC

Hello BPrs,

I purchased an older (1950's) SFH in Huntsville, AL. It has gone through rehab and tenants just got placed a few weeks back. Wouldn't ya know it, the heater core part of the HVAC system went out. So the entire unit needs replacing.

I found a company out of Florida that sells refurbished units and ships to Huntsville. However my PM has told me "It is against the law to use any pre-used parts and an HVAC person can lose their license if they do so."

Can anyone elaborate/confirm this?

    I find that hard to believe as that is not true in many states I have experience in. It is illegal to install a refurbished unit and pass it off as “new” but there is nothing illegal or wrong with selling and installing refurbished unit and the customer knows it is refurbished and not new. I believe your PM is mistaken or you misunderstood.
