I know nothing about baseboard heating. This duplex has it.

I'm buying a duplex. First purchase. There's what I assume to be steam baseboard heating all throughout. There are 3 units. Unit 1 is on floor 2, Unit 2 is on floor 3 and 4. The extra third unit is unpermitted and sits on the first floor adjacent to the mechanicals (boiler, a 2nd set of W/D, water heaters, and storage). Unit 1 is currently rented while the other spaces are vacant. I am doing a full cosmetic rehab on the other spaces.

Sorry for the comments they're for another purpose. I will be doing my inspection Wednesday but would like advice on what to do with heating. I am totally uneducated on heating and air. I assume I am going to have to have a lot of work involved and from what I've read, is that baseboard heating is very inefficient.

Anyone have suggestions? I'm getting a rehab loan so I'm hoping to get the loan to cover the cost to do the HVAC properly. Otherwise I can come out of pocket some so i don't have to deal with turnover issues or tenant issues down the road.
