Rezoning question in Philly

Hello fellow BP investors

There is a legal triplex rented as a 6 unit. This will require rezoning to qualify for financing.. the property is located in Philly. Is anyone familiar with the process. Who do I contact to get the info in the city. Will there be any back tax implications or anything else I need to be aware of!
