Flip House Standing Out

Let me begin by saying this is such a noop question and has probably been answered before. I'm not even sure how to word the question but I'll try my best. 

Is it a good idea to flip a house and have the curb appeal outshine every single house on the block? Would this be overdoing it? I've been looking for houses with flip potential and keep running into the same situation where most of the houses on the block have little or no curb appeal. Is this an advantage for me if I'm able to flip a house and make it stand out from the rest or would I be wasting money? I haven't looked at the COMPS for the area yet so I'm not sure where my numbers will be but I just find it odd that most of these houses are not ver well maintained outside. As far as interior even the most minor changes is drastic such as removing all the wallpaper and replacing it with a fresh coat of paint. 

Again, I'm sorry for the probably obvious noob question I'm just curious what others think. Thank you for your time.
