Folsom vs Elk Grove vs Tracy

I am currently live and work in Bay Area. Want to move out of this area and considering either Tracy, Elk Grove or Folsom.

Assuming Safety, Community and Medical facilities are the criteria which of the  3 cities are recommended. Any other suggestions also will be appreciated with similar housing cost as above cities.
