Hey Scott, I’ve heard very good things about http://www.reubenlaw.com/ and they have a solid reputation in the SF development community. They specialize in land use. 

Wasserman (above) is also well known, but they tend to focus on landlord-tenant matters...a rather rich subject in SF. I’d talk to both and see what feels like a better fit for your particular issue.
