FW NEZ What is it and who's using it?

Hi all,

FW has a Neneighborhood empowering zone (NEZ). The web site says 

http://fortworthtexas.gov/neighborhoods/NEZ/

Promote housing, economic development and quality services in Fort Worth central city.

So what does this really mean for those of us who have rentals in the area?  Anybody using this program? It sounds like something for new construction but I want to make sure I understand it before I dismiss it.
