Affected Harvey apartments are coming back online so there will be more supply.  Those apartments are going to be real nice with the insurance money received.  Potentially almost like new.  Thus, possibly stabilizing rents or pushing rents lower. (No crystal ball here to say for certain)

Something to consider is the lack of qualified contractors and materials needed to fix current properties.   If oil prices are high, then there is the possibility that the limited # of contractors would take an easier oil field job making 6 digits than laboring on remodeling and dealing with demanding investors.  It's just not contractors that may hit the oil field but everyday working people.  Plus, the existing contractors there are driving the cost of labor up as they are in high demand.

There are deals there though.
